Health Care Mandate - Solved

The health care mandate.  There's a subject to try men's souls - especially those running for office.

OK so maybe there is a constitutional issue.  Not to worry, there's a simple way around it.  Anyone who has applied for medicare drug care coverage learned that you don't have to sign up.  But if you delay, for every month you don't sign up, the premium increases.  This clever scheme helps prevent free riders who don't sign up for coverage until they need it.  

There's no reason why the same approach couldn't be used for basic medical care.
